NaaSMaaS hobby pick-up service for school children

About this good practice
The idea behind the service is to solve the challenge of mobility faced by 2,000 Tampere-based junior athletes using the principles of public transport or shared transport. The aim is to create a safe transport service between the school and the hobby places, to shift the focus of the rehearsals to the afternoon and thus increase the time families spend together after the rehearsals, and to reduce car traffic related to hobby transport. The key challenge identified already beforehand was to gather and coordinate a sufficient customer base to carry out the project and enable continuous business. Another goal is to consider what kind of overall concept could be developed around the ride service to the city of Tampere and neighboring municipalities. NaasMaaS hobby pick-up service first developed and tested in 2019 and early 2020. The expanded trial (spring to autumn 2020) did not quite reach the planned scale due to covid-19. However, the initial, potential impacts have been able to be verified for smaller numbers of users. The piloting was coordinated by MDI Public Oy and WSP Finland Oy. The pilot service was organised and subsidised by the City of Tampere and the Ministry of the Environment. Transport is provided by Tuomi Logistiikka Oy. The role of different sport clubs was the most important to this joint mobility service concept for children. The main beneficiaries are cities and municipalities, families, sport clubs and business.
Resources needed

Public logistics company’s practical work 200 days with application developer and riding operator. Cooperation with sport clubs made the piloting possible
Evidence of success
Computational effects with data from 590 transported pupils (three days):
- 90% of parents showed interest in the beginning
- the number of cars in traffic would have decreased by about 93% compared to the baseline scenario
- the possibility of reducing CO2 emissions by 10,3 tonnes per semester
- increase in the utilization rate of hobby facilities 4,7-.9,5% even with a small-scale experiment
- the possibility to reduce training shift fees by 50-55%

Potential for learning or transfer
The joint mobility service is a copyable and scalable model that can be utilized linked to various hobbies and in other cities in Finland and abroad. The Finnish government supports the municipalities so that every child can be offered an equal opportunity for leisure activities during the school day. The idea has been that a meaningful overall package of joint mobility and other services will be put together to build “the Finnish model”. Covid-19 ceased operations for now in the Tampere region, but the rides are to be continued when the hobby activity is restarted. Based on the concept and its piloting, several different progression models and implementation options have been identified. MDI Oy company offers a service package tested in Finnish conditions for launching a pilot in other areas.
