About this good practice
National Program for Rural Development, 2014-2020, Measure 4.1-Agriculture holdings, call 2015.
Supporting investments to increase the competitiveness of agricultural holdings by equipping them with high-performance machinery and equipment in relation to the current agricultural structure, as well as investments to modernize the farm (small and medium farm associations) and improve the quality of fixed assets.
Objectives:
-Improving the overall performance of agricultural holdings by increasing the competitiveness of agricultural activity, the diversification of agricultural production and the quality of the products obtained;
-Restructuring of small and medium holdings and their transformation into commercial holdings;
-Compliance with Community standards applicable to all types of investments;
For the 2015 call, Sub-Measure 4.1 provided total funds of 205,776,952 euros, of which:
Animal Husbandry Sector: 72,021,933 euros
Family farm: 20,577,695 euros.
(Another call was launched in 2018, but the implementation is ongoing.)
Beneficiaries
Farmers, except for unauthorized individuals;
Cooperatives(agricultural cooperatives and agricultural cooperative societies), producer groups, set up on the basis of the national legislation in force serving the interests of the members;
Farmers with agricultural holdings with an economic size of less than 8,000 SO do not fall into the category of beneficiaries eligible for this sub-measure.

Resources needed
50% or 30% Grant from UE, depending on the size of the farm, up to:
-1,500,000 Euro for big farms in the livestock sector,
-300,000 Euro for small farms in the livestock sector,
-1,500,000 Euro for big farms in the livestock sector,
-300,000 Euro for small farms in the livestock sector,
Evidence of success
There were not enough funds for all applicants
Potential for learning or transfer
Zootechnical farm for raising bulls and dairy cows in Calarasi County. The farmer owns the land for growing cereals and fodder. An integrated system for raising bulls and dairy cows is used on the farm. The farm processes the beef in its own slaughterhouse and sells the products in its own stores. The bulls are fattened according to a French recipe, with an average of 200 bulls being slaughtered each year. A project funded by European funds for agriculture was implemented on this farm in 2015-2017, in order to modernize this farm. They also built a facility that has equipment that converts manure into biogas, electricity and heat.
