New smart network of secure parking for bicycles in Vitoria-Gasteiz

About this good practice
In January 2018, a secure bicycle parking network named VGBiziz started to operate in Vitoria-Gasteiz. The network consists of 9 parking sites for bikes at low cost, adding up to 424 parking spaces for bikes (including specific ones for electric charging and cargo-bikes).
The new facilities are made up of covered and accessible modules, with an automatic door with security systems, smart access control and video recording. The dimensions of the modules are 9 meters long and 5.5 wide, and they provide capacity for 50 bikes. The modules are easily removable, in order to be able to transfer them to other locations in the future if needed.
To use the service, it is necessary to register via web or via mobile app. Depending on the use, different rates will be applied according to the public prices of the City Council. MAX1 rate, for 1 euro per day, allows parking your bicycle for 24 hours. MAX3 rate, allows parking your bike for a month with a maximum period of 3 days without moving it (designed for those who use their bikes on weekdays). And through the MAX6 rate, you can park for a month with a maximum period of six days without removing the bike from the module. The users can park their bikes in any of the parking facilities in the VGBiziz network.

Expert opinion
Bicycle theft is a problem in many European cities, and can discourage citizen investment in cycling. This practice provides secure parking spaces for bikes, with integrated ICT systems for payment and access to the service. It is a practice that can be replicated elsewhere.

Evidence of success
During the first year, 796 people registered for the use of the parking network. As of May 2020 over 1800 users had been registered. The number of regular users are over 200 per week.
Potential for learning or transfer
The experience can be transferred to cities that are starting to improve their cycling infrastructures and are having an increased share of bicycle commuters in the city, and to cities with residential building that don't have enough room to create private bike parking facilities.
