About this good practice
Public project developments (buildings, public space ,masterplanning) require high-quality standards, necessitating a rigorous selection process for skilled designers. However, local authorities often lack expertise in setting up such processes.
Additionally, it's important to provide opportunities for young designers to compete and execute projects, which can be challenging in traditional selection processes that emphasize experience.
The WinVorm Open Call is a selection procedure based on the principle of an architectural competition and supports local authorities in the selection of good designers and design teams for their projects. The procedure complies with public procurement legislation and competition rules.
The Open Call includes a selection and nomination of designers and design teams for various assignments in the field of construction, urban planning and landscape architecture. It is aimed at cities and municipalities, intermunicipal organizations, provinces, police and fire zones, and social housing companies. Creatives receive an honest remuneration for their work.
The Open Call offers a quick procedure for future clients to achieve architectural quality and good commissioning practices.
WinVorm is a joint initiative from Province West Flanders, intermunicipal organisations Leiedal and WVI, Flemish Land Agency and Team Flemish Government Architect. The beneficiaries are both the local governments and creatives (architects, designers, landscape architects …).
Resources needed
The yearly budget is 60.000 euro payed by Province West Flanders, Leiedal, WVI and Flemish Land Agency. This covers the open calls, Chamber for Quality, procedures, lectures, advice…
0,5 FTE is for administration, the partners support with specific expertise in spatial planning and architecture.
Evidence of success
In total more than 700 designers or design teams applied for 104 projects. The lectures by WinVorm attract an average of 100 spatial planners, architects, designers …
47 municipalities already used this open call. Both the initiating partners and the local governments evaluate the WinVorm projects as a positive contribution to the spatial quality in West Flanders. That is why the Open Call is organized twice a year, marking its 21st edition in spring 2024.

WinVorm aligns perfectly with the goals and priorities of the Interreg programme. It addresses with key challenges, such as improving public services by ensuring quality in public projects and fostering economic growth in the creative industry, more specifically in the fields of architecture, design, landscape architecture and spatial planning. The results of the WinVorm Open Call are a major inspiration for both public and private developers. The methodology also creates specific opportunities for young designers and architects.
