About this good practice
The aim of the Smartland Adda Martesana project is to support the development of the the Ecomuseum Martesana with a thematic focus through the I.T.I (integrated territorial investment), a useful tool to coordinate and develop infrastructural projects or to improve existing ones. I.T.I offer an aerial view of the territory, which allows to identify weaknesses and neglected areas. Ecomuseum Martesana helps its stakeholders by acting as a link between municipalities, third sector and the community. Under the Smartland project there are six thematic paths: mobility, water and green, energy transition, regeneration, tourism, digitalization. The permanent observatory aims to be a supramunicipal entity, always focused on new proposals and projects to create a "smartland". With the implementation of a supramunicipal governance Ecomuseum is able to avoid excessive fragmentation of development and to guide projects and resources for the whole area. For outer areas, being a "smartland" is necessary for future challenges, improving micro-mobility, regenerating sites of historical and cultural relevance, spreading tourism to the Martesana area and valorize the Naviglio Martesana.
Resources needed
From a human resources standpoint, 5 persons have been involved, one from the Ecomuseums and four from the advisor they worked with. Financially, the project was financed for a total of 110.000 € from a Public Service Provider, 10.000 € of which given to Ecomuseum and 100.000 € to the advisor.
Evidence of success
In november 2021 six thematic paths have been presented (mobility, energy transition, green and blue infrastructure, tourism, digitalization, regeneration), 268 projects have launched and among those 4 pillars: tourism, valorization of the Naviglio canal, mobility, networking for cultural and historical heritage sites.
Potential for learning or transfer
Ecomuseum Martesana, through this practice, sets a good example of fruitful employment of I.T.I (Integrated territorial investments) showing a good way to fill the gap of existing infrastructure. This approach is extremely valuable for creating Smartlands, with improved sustainable mobility, valorization of cultural heritage and more connected with the city. Cooperation between local public authorities, third sector and community is a topic of great importance everywhere, therefore the practice can be useful to everyone. In a context of administrative obstacles and limitation, this project sets a good example on how to bring together all the actors in order to better manage public assets.
