Poloniny Trail
About this good practice
The cycle trail and related investments are transforming a rural, protected area previously regarded as a conservation zone without development plans. This region is now being revitalized through a collaborative effort involving the State Nature Protection Administration, local mayors, the Slovak Republic Forests, and other stakeholders. Our initiative demonstrates that sustainable tourism, particularly ecotourism, is crucial to maintaining the area's natural beauty while stimulating its economy and countering depopulation.
With a major investment of approximately €30 million, PSGR is spearheading efforts to enhance the area with additional activities and infrastructure. This integrated approach, implemented over five years, has already shifted attitudes toward sustainable development, demonstrating its long-term potential.
A core focus of the investments is on cycle paths and sports facilities, promoting active lifestyles and emphasizing the many benefits of cycling. Cycling not only supports physical, mental, and emotional well-being but also fosters social interaction, contributing to a healthier population. Moreover, it has significant economic potential, attracting tourists, creating jobs, and boosting local economies.
Encouraging cycling and physical activity can also reduce healthcare costs and minimize illness-related absences, bringing added value to the region. To quantify these benefits, we installed real-time movement and cyclist counters on the trail.
Resources needed
EU funds for investment
• IROP (Integrated regional operational program 2014-2020) – 10 mil eur
• OP Slovakia (Operational program Slovakia – 2021-2027). 14 mil. Eur
• ENI HUSKROUA – 500 000 eur
Evidence of success
Quantitatively - based on meter data, we see a gradual increase in cyclists in the area, while we are still only in the first third of construction. Qualitative - new investments of municipalities in the territory. Our investment caused a positive change in the thinking of local representatives of municipalities and SMEs, who are currently preparing investments that are complementary to cycling tourism - sports fields, pump tracks, rest zones for tourists, bicycle rentals, new accommodations.
Potential for learning or transfer
This approach requires significant investment and competence, which not all partners may possess. However, for regional governments facing similar challenges, our know-how can be shared with less developed countries.
1. Changing mindsets: Success relies on trust and collaboration, achieved by involving stakeholders and addressing local needs, not by working remotely.
2. Multiplication effect: Building relationships inspires local leaders, such as mayors along the cycle route, to invest in complementary infrastructure and tourist services.
3. Networking: Regular meetings every three months foster cooperation and information sharing among stakeholders.
4. Data collection: We measured tourist numbers with counters and gathered qualitative data through a detailed cycling questionnaire. This survey, placed in key locations, collects demographic insights and feedback on needed infrastructure improvements.
