About this good practice
The target groups of the project are: a) All SMEs in RO3 region, including potential entrepreneurs and craftsmen; b) R&D organizations/universities/national/sectoral SMEs and innovation support organizations; c) Professional, business and trade associations; d) Public bodies with SME development responsibilities.
The project will pursue the achievement of the following specific objectives by providing growth-oriented, integrated business and innovation support services:
-Increase the regional SMEs competitiveness and supporting their efforts to access EU and international markets;
-Development of internationally competitive SMEs in the region, by helping them to realize their innovation potential and to increase their innovation capacities;
-Enhance the skills and capabilities of regional SMEs for making best use of the opportunities provided by EU policies and programs, especially H 2020, by providing services in the context of and in line with the Europe 2020 strategy and specific EU programs and initiatives aimed at small and medium sized enterprises;
-Actively promote the involvement of SMEs in the policy lifecycle of the EU;
-Increasing the capacities and skills in RO3 region of SME business support services and other stakeholders, public and private;
- Becoming a one-stop-shop for business and innovation support. EEN is active in more than 60 countries worldwide and 600-member organizations and manages Europe's largest online database of business opportunities.

Resources needed
PROSME project is funded under the Programme for the Competitiveness of Enterprises and SMEs (COSME). The budget of the project consortium for the period 2015 - 2017 is EUR 966,592.50. The project runs from 2015- 2020.
Evidence of success
PROSME and EEN are the only services in the RO3 providing simultaneously an extensive range of services in terms of business development support and R&D and especially for internationalization; ongoing services for seven years of strategy implementation; free and general available services, with no restrictions to access by type of company. In 2017, 84 SMEs received individual advisory support; 175 SMEs received individual partnering support and 3077 SMEs used digital services provided by EEN.

Transferable practices for other regions include:
- Access and membership of the EEN offering SMEs free business and innovation support services.
- Coordination of services providing a platform to develop new programs for supporting the SMEs.
