About this good practice
The objective of the Regional Excellence Center for Creative Industries (CREIC) is to provide a framework infrastructure to support the development of regional industries, such as film, music and design. Currently, there are no other spaces or buildings dedicated to creative industries in Cluj-Napoca. Due to the vivid activities carried out during the last 15 years in Transylvania, a creative industries community has been built in the area. Transylvania is for instance well known for TIFF – Transylvania International Film Festival, for world-wide concerts and festivals such as UNTOLD and Electric Castle. As private initiatives are under-financed and have difficulties to reach target objectives and to develop without support, the need arose to support the CCI community with public infrastructures.
Cluj-Napoca Municipality submitted the CREIC project to be financed from the Regional Operational Programme 2007-2013, with a budget of 12 milLion euro. The 13,3 ha functional infrastructure was finally finished in 2018 and from 2019 it will open it’s doors for CCI stakeholders interested to settle or rent its facilities including: a movie dedicated studio, 5 creation workplaces around 200 sqm each, 2230 sqm for office rent disposed on 4 floors, 1 open-air theater and 1 terrace for hosting creative events.
The target group addressed are companies from cultural and creative industries, universities and research centers, NGOs and think tanks from the field.

Evidence of success
Since the opening in 2019, CREIC hosted 25 creative events at local, national and international levels, in its hall rooms, film studio, audio-video production offices and outdoor terraces, gathering over 5000 stakeholders. Initiatives such as The MovieFactory, Cluj Future of Work, E-HEALTH SIGMED Medical Safety Research Center and STEAM Creative Industries Center of Babes Bolyai University, are all hosted in CREIC, along with 4 creative SMEs which have relocate their production offices here.
Potential for learning or transfer
If public authorities are willing to implement a similar project and respective funding is available, there is a high potential of transferability, since it is a public infrastructure, partially financed from ERDF. The synergies with existing or emerging CCI cluster are to be explored for evidence of further success for the financial sustainability of such infrastructure.
