This is the good practice's implementation level. It can be national, regional or local.
About this good practice
This practice addresses the problem of urban pollution caused by the buses used for public transport, offering a solution to reduce the pollution (noise and CO2) of every day life by replacing 30 old buses with their share of influence on the atmosphere with 30 new emissions free electric buses. By eliminating from traffic 30 old diesel buses, and introducing 30 emissions free ones the objective of reducing urban pollution caused by public transport is reached. The main beneficiaries of the practice are the citizens, by having a cleaner air and a modern way of transportation through town. Furthermore, this practice also creates the opportunity to attract and encourage more citizens to choose an environmental-friendly type of daily transportation over other ones available.
It was the first time in the city when a local municipality decided to develop a BUS line as a result of traffic congestion in the city centre.
Technical University of Cluj Napoca developed nine scenarios and finally the main solution was put in practice.
An important aim of the project was:
- to maintain for general traffic the number of lines and with a minor delay of the displacement;
- to take into consideration the traffic safety requirements

Resources needed
The project needed a total funding of 85,129,227 RON (approx. 17,600,000 EUR), of which 60,854,298 RON (approx. 12,600,000 EUR) were EU funds, 9,307,128 RON (approx. 1,900,000 EUR) came from the national budget, 1.429.485,84 RON (approx. 300.000 EUR) came from beneficiary private contribution .
Evidence of success
This practice is considered good, because it eliminated the pollution (noise and CO2) caused by the old diesel buses that were replaced and offered new and modern equipped buses that are also environmental-friendly, attracting and encouraging more citizens to choose this type of transportation over other ones available.
The time travel on BUS line decreased by 22%
The technical speed of the buses increased from 9 km/h to 28 km/h
The number of BUS passengers’ increased with 35%.

Potential for learning or transfer
We consider this practice (or some aspects of this practice) as being potentially interesting for other regions to learn from, because it answers at least 2 very important aspects of everyday life in an urban environment, serving as a solution for both reducing air pollution by removing old diesel buses and replacing them with new emissions free electric buses and, also, raising the quality of the public transport service by offering new and modern equipped buses that are also environmental-friendly.
