Romanian Valea Jiului Society spearheads sustainable transition in a former mining region
About this good practice
Jiu Valley is home to around 100.000 inhabitants spread across six towns. The Valea Jiului Development Society Association together with its partners initiated in 2019 a civil society coalition project: the ‘Engaged Jiu Valley’. The Coalition’s central ambitions are to redefine the area’s post-mining identity, improve quality of life for all residents and advance an innovative future in a sustainable environment. Examples of the Coalition’s work include: a signed protocol with the mayors of the six towns of the Jiu Valley, the local University, private sector stakeholders, the mining company, local NGOs, launching local stakeholders’ working together for the strategic development documents of the region, promoting the Valley as an investment destination, the reconversion of the Petrila Mine into an administrative, economic and cultural centre, where community events for all ages take place. This good practice engages a wide range of beneficiaries and stakeholders, from public authorities, private sector representatives, universities, NGOs and civil society. The main beneficiaries are Jiu Valley residents, who could benefit from new jobs, improved infrastructure, an improved quality of life and new economic opportunities. The project also benefits workers in mining and other declining traditional industries, local companies and SMEs. In this context, tourists and investors are indirect beneficiaries of the project.
Resources needed
The funding of the Association began with a €5,000 grant from the Romanian French Embassy, followed by smaller amounts obtained through various calls. The largest contribution: €60,000 - In Stare de Bine program (Kaufland Romania). The Association exclusively relies on the volunteers’ work.
Evidence of success
Key outcomes in social involvement: strengthening local civil society, promoting sustainable development, fostering collaboration and encouraging equitable investments. Valea Jiului Society was awarded the title of 'Transformative Action Award Winner of the Year 2022' for its potential to drive socio-cultural and socio-economic transformation within its community. Together with the members of the Enagged Jiu Valley, it has organised hundreds of local events with a large number of participants.
Potential for learning or transfer
Central to this initiative is its people-centred approach, focusing on retraining former mining workers and promoting the social inclusion of vulnerable groups. It is particularly relevant for regions grappling with unemployment and social exclusion. In this context, the good practice underscores the importance of sustainable development by fostering creativity and adaptability in the face of economic and social change, offering a replicable model for regions facing similar challenges. Additionally, it highlights how EU funds can be effectively utilized to support regions in their green transitions, demonstrating the practical application of EU resources for a just transition. It is worth mentioning that the Engaged Jiu Valley model is already replicated and extended by the founders from the Jiu Valley region to the Jiu Conurbation region, including the 3 counties: Hunedoara, Gorj, and Dolj, the entire extended region being under the Just Transition Programme.
