About this good practice
Problem with poor educational structure in rural areas on farms, young people moving to cities, bad demographic image – only old people are staying in rural areas, problems with abandoning farm and overgrowing of land. Owners don’t have successor for farms. With this support they are improving the age and educational structure of farm holders, accelerate structural and organisational changes of farms and ensure better social position of older farm holders, increasing competitiveness.
Beneficiaries: needs to be between 55 - 63 (man) or 61 (women), needs to owned at least 3 ha agricultural land, needs to cultivate land for at least the last 10 years, for at least the last 5 years they had to be insured as a farmer or as a member of a peasant family, needs to transfer the land to the transferee, can keep up to 0,5 ha of land for its own needs, needs to acquire a known successor who fulfils the conditions.
Young successors: needs to be between 18 – 40 (including) age, needs to have suitable education, needs at least 5 ha of agricultural land in use, needs to own all of the property (agricultural land + forests, transferor can keep 0,5 ha + house), way of transferring the farm: gift, delivery contract, sales contract.
Other obligations: business plan for at least following 3 years, determine at least 1 goal for increasing competitiveness, 1 goal for climate changes, 1 goal from specific call
They get monthly rent, yearly 4.212 €/farm + 358 €/ha (max 24 ha), max for 10 year

Resources needed
In each call there is 15 mio Euros, for 400 young farmers – 2014-2020
Evidence of success
Increasing educational level of farmers – more complementary activities on farms (food processing, tourism, social entrep., care for seniors)
Decreasing of abandonment of farming and stimulating farming as business opportunity
Preventing of overgrowth of land
Stimulating self efficiency with food production
Maintain the rural population
Farmer family stay in rural areas, some of them are employed in urban areas

3.461 young successors got support from the measure
85 t ha of land transferred (50 t ha of agricultural land in use and 35 t ha of forests)
82, 5 % of young successors were man, 17, 5 % woman
37, 6 % of successors with secondary education, 20, 3 % with higher education
From 2013 – 2016 increase of educational level (source SURS)
With high and university education for 18% (12% of all family owned farms)
With secondary education for 13% (23% of all family owned farms)
Positive effects of measure:
• Well accepted by young farmers
• Stimulates the education of potential young successors
• Accelerates innovation, production, investments, environment awareness
• Maintain/increases employment and settlement on rural areas
What should be approved:
• Administration of measure (EU funds in general cause huge and heavy administration)
• More favourable conditions for young farmers from mountain regions
• Prevent from „virtual“ successors
