Surveying SMEs to detect the changing needs during the crisis
About this good practice
In April-May 2022 Gabrovo Municipality conducted an online survey among the processing industry in Gabrovo. The questionnaire was directed towards those industrial companies, that are the backbone of the local economy. Around 40 companies participated.
The questionnaire was focused mainly on companies in manufacturing;
- The goal was to 1) track the most recent condition of local companies and the main challenges that they face and 2) investigate the transformation of the local economy after the pandemic;
- The questionnaire had a special chapter focused entirely of the effects of the pandemic and the transformation of the industry – new partners, markets, etc.;
- Special questions were included to track the most recent events – especially high energy prices
The questionnaire clearly showed three main challenges for the companies:
- High energy prices (8,5)
- Unstable economic environment (7,9)
- Uncertainty due to situation in Ukraine (7,3)
The pandemic is no longer a substantial obstacle for the companies. Nevertheless, 45% reported that the pandemic had a deep impact on their operations and they are still not fully recovered.
On the other hand there is a serious effect of the energy crisis: ¾ of the companies had a severe hit from high energy prices, but did not stop working at any point; just a few closed operations temporarily. At least 6 companies will invest in solar panels as a direct response to high energy prices.
Resources needed
The questionnaire was done online, so the operational cost was low. Such a survey needs institutional support by the local authority and the active participation of the experts involved. A good relation with the companies is also needed, as their trust and participation is crucial.
Evidence of success
Achieving the needed participation rate was important. The results of the survey were also satisfying, as the team of Gabrovo Municipality got a much better knowledge of the current business environment in the region and the competitiveness of the industry after the pandemic. Receiving a first hand data on the initial effects of the energy crisis was also important, as we are witnessing a volatile environment and knowledge is crucial.
Potential for learning or transfer
Such quick and up to date surveys are crucial for mutual learning and transfer of knowledge – also within Gabrovo S3. Investigating the competitiveness of local industry also opens the door for deeper cooperation and joined projects.
