Tartu Energia 2030 - Energy and Climate Action Plan of Tartu City

Tartu Energia 2030 is a sustainable energy and climate action plan focused on mitigating the impact of climate change and highlighting the need and activities for climate change adaptation. The action plan summarises activities from various fields: government, energy management, building management, power consumption, housing, production and distribution of thermal energy, and production of renewable energy. In addition, the action plan addresses increasing awareness and involvement of residents and activities of the public and private sector. It also analyses the impact of the planned activities on achieving the goals. Representatives from the city government, institutions and organisations engaged with this subject matter, and residents of the city were involved in preparing the document. Funding and results of the Horizon 2020 programme’s SmartEnCity lighthouse project were used in preparing the action plan.
City of Tartu prepared the sustainable energy and climate action plan as a member of EU Covenant of Mayors network.

Evidence of success
Following the objective of Covenant of Mayors initiative, Tartu aims to reduce carbon emissions in the city by 40% by 2030 compared to 2010. Resulting from the European Green Deal, Tartu aims to achieve climate neutrality by no later than 2050.
Potential for learning or transfer
Realizing the importance of energy and climate topics, benefits of energy savings and emissions reduction as well energy management and planning need constant emphasis. In 2010 City of Tartu has taken the initiative of establishing the first energy agency in Estonia was one of the reasons of finalizing ambitious and at the same time rational energy and climate plan in 2021 and looking forward for carbon neutrality.
Energy Agency with expertise in the filed due experts competence and international project cooperation together with long time cooperation with City of Tartu, energy service providers, citizens set good starting point for energy and climate plan process.
Coordination of this diverse team needed for energy and climate plan development is no small task and the cooperation with the local energy agency turned out to be useful for establishing a management model in Tartu.
