“The Rabla programme for household appliances”
About this good practice
“The Rabla program for household appliances” is the national program for replacing used household appliances, electrical, and electronic equipment with more energy-efficient ones.This program is funded by the Environmental Fund Administration (AFM), which is under the coordination of the Ministry of Environment in Romania. Is a multi-year program that started at the end of 2018 following the success of the "Rabla for Vehicles" program (Rabla Classic), which contributed to the renewal of the vehicle fleet. In 2022 The Environmental Fund Administration (AFM) deemed it was necessary to implement a program edition every five months. Thus, the first edition of the program took place in June-July 2022, while the second edition occurred in November-December 2022. This practice has been a real success, as a significant amount of electronic and household electrical waste has been collected.The purpose of the program is to stimulate the replacement of old, energy-consuming household appliances and electronics with new and more energy efficient ones and to improve the quality of the environment by reducing greenhouse gas emissions and energy consumption.Discounts of several hundred ron are offered in exchange of returning certain categories of used household appliances and electronics following the purchasing of new, modern, energy-efficient ones.The main stakeholders of the practice are the individuals who participate in the program throughout the approved retailers.
Resources needed
This program is funded by the AFM.For the period 2018-2019, a budget of 6,000,000 euros were allocated.For the year 2021,the project budget was 10,000,000 euros.In 2022,the project budget was 20,000,000 euros.A budget of 15,000,000 euros was allocated for 2023.
Evidence of success
During the period of 2018 - 2019, 109,257 vouchers were granted for the disposal of waste from electronic and household appliances (WEEE) and the quantity of waste was approximately 4000 tons. For year 2021, approximately 89,600 vouchers were generated and the quantity of waste from electronic and household appliances was 3500 tons. For the year 2022, a total of 76,675 vouchers and the quantity of waste was approximately 3000 tons.
