About this good practice
Rijeka is a modern regional hub of cultural and industrial heritage and creative industries; the city near the sea, with new horizons and cultures; the city of energy of young people, alternative cultural tourist expressions and events in unfettered, multicultural and tolerant urban environment where everyone feels good. Owing to its position on the Adriatic coast and close to heartland, Rijeka was for years a city of industry, a port with good roads and a railroad to inland; even today there are buildings and warehouses as witnesses of its famous industrial past. Some parts of Rijeka's industrial heritage are under protection as cultural heritage and need restoration, conservation or transformation for reuse or tourist presentation. Reuse with tourism effect refers to spaces intended for conversion for various purposes. Tourist valorisation of the representative monuments of the industrial heritage of Rijeka is led by the City of Rijeka, with its partners, the Rijeka Tourist Board and the University of Rijeka (Centre for Industrial Heritage). The former Sugar Refinery, the Tobacco Factory and the warship “Galeb” will be renovated for the city museum, hostel, shops and NGOs. The officers’ rooms on the warship “Galeb” will be conserved and converted into a new tourist function as a hostel. The former Sugar Refinery will be the city museum and other buildings of the Tobacco Factory will be renovated for the city library and places for children and youth.
Resources needed
This is financed by the European Structural and Investment Funds, Operational Programme Competitiveness and Cohesion 2014 – 2020. Those industrial sites will develop as cultural tourism destinations and they are related to the revitalization of industrial heritage and its promotion for tourism.
Evidence of success
Rijeka Tourist Board predicts a 10% increase in the expected number of visits in the first year. Until 2022 there will be 120100 more visitors in Rijeka owing to two new tourist sites. Also, Rijeka Tourist Board predicts and increase of overnights by almost 19000 by the end of 2021. Conferences, workshops, seminars, presentations, round tables and debates, exhibitions will complement sites of industrial heritage making it a unique cultural product. More than 30 new events are taking place.
Potential for learning or transfer
Strategic development of cultural tourism requires cooperation on more levels, from local and regional government and their departments responsible for culture and tourism, to tourist boards and institutions in culture. The partnership of the City of Rijeka, Rijeka Tourist Board and the University of Rijeka is a good example of cooperation between tourist operators, scientific community and local government in making cultural and industrial heritage a tourist product. The main focus is how to induce the growth of international visitors for cultural tourism and the continous growth of tourist sector. The City of Rijeka is aware of the large potential of industrial heritage in the city area and is trying to find a model how to use it, renovate it, restaurate it or reuse it as cultural tourism site. The Strategy for development of culture and cultural tourism contain strategic objectives and priorities, such as ECoC 2020 producing long lasting cultural tourism development benefits.
