Transformation in nZEB as resource for the purchase of renovated public residential buildings

About this good practice
At Pietradefusi (Avellino) there are a group of residential public buildings composed by n. 80 apartments divided into n. 6 buildings. The buildings are public so the Municipality have a lot of problems related to the maintenance costs which weigh on the public budget; unable and/or lacking staff to ensure effective management and the necessary controls; difficulty to cash the rent form social house resident.
The main interventions carried out are:
- replacement of existing asbestos roofs with ventilated and insulated roofs;
- installation of an insulating coat;
- replacing incandescent lamps with LED lamps low consumption;
- installation of reduced water flows on each fountain;
- replacement of existing radiators with more of new type
The actions have set the goal to redevelop buildings with the format of «calibration» of the costs in order to make the buildings until "nZEB" - Nearly Zero Energy Building. The saving of energy consumption of the buildings will need to the social house resident in order to repay design and management costs and in order to purchase and ransom the houses from public property.
The main stakeholders involved are: Municipality of Pietradefusi, Campania Region, STAT (Energy Service Company), the companies involved in the redevelopment plan and social house residents that they are also the beneficiaries of the practice because they will have the renovated houses and they will get a savings in terms of energy and money consumptions.

Resources needed
The amount of the Nzeb - Nearly Zero Energy Building interventions is about € 4.5 ML of which € 3 ML (65%) from Thermal Account 2.0 funding of Ministry of Economic Development.
Evidence of success
N. 6 buildings have already restructured. It is possible considered this practice good because thanks to several interventions aimed to reducing energy consumption the building has become from “G” energy class to NZEB.
Others success factors include: a well-run information campaign, a well-trained team, a flexible appointment system with social house resident, increased of dialogue between the citizens and the municipality.

Potential for learning or transfer
With the transfer of know how about the build of Nzeb to other regions, the public body could be influenced about to need to raise up the minimum requirement of building energy consumption step by step, the architects and engineers could see and learn the latest building energy efficiency technology progress, also could call for public awareness. The transfer of this good practice is potentially interesting especially for regions with common conditions in terms of climate, energy performance (both cooling and heating are important) and available renewables potential.
One of the most important advantage of this type of financing is that the municipality does not put its funds but through an ESCO (Energy Service Company) and the use of Public funds restore its built heritage and give them to social house residents.
