About this good practice
INNO INDUSTRY project aims is to increase rate of clusters that develop activities to support the transformation towards Industry4.0 by 2022 through the improvement of regional and national policies. Telemedicine services were introduced first time, in 2019, in Romania by Imago Mol Cluster within the digitization process of the healthcare sector. USMED and Surgery Assist applications is considered a best practice in the context of the INNO INDUSTRY project because develops a cluster service within the medical industry that supports digital transformation. USMED (Unified informatics System for Managing Medical Data) is a simple and flexible system for PACS (Picture Archiving and Communication Systems) connection from different hospitals and institutions. A database was created by integrating all PACS available from clinics and hospitals. When patient comes to a medical unit that is integrated into the system, a request is made into the system to collect all patient data. All PACS containing data of the patient will send to the local PACS where the doctor can analyze them in order to establish diagnostic. Surgery Assist application, instrument for medical images visualization is connected to USMED and downloads requested images, which are displayed on a screen in the operating room. The best practice stakeholders are regional agency, universities, hospitals and SMEs. The beneficiaries are hospitals, private medical centers and patients.
Resources needed
The project budget was 595,000 euro and funded by Competiveness Operational Program 2007-2013. The project involved 6 members of the cluster: University of Medicine and Pharmacy of Iasi, Technical University of Iasi, Romsoft, Serv Sistem Ltd, Shopfit Online, Sapientek Medical Center.
Evidence of success
This best practice is an example of coordination & interaction of the main triple helix stakeholders: Regional Development Agency, universities, public and private hospitals and SMEs of IT sector. It was successful collaboration between a medical team and IT specialists. The medical team set out the necessary requirements for the system and permanently checked the compliance of the applications with the real needs. The results were USMED and Surgery Assist applications
Potential for learning or transfer
The practice could be replicated by other entities in the other Romanian regions as the medical system is facing the same problems to which this model of integrated storage and transfer system of medical images could be an answer. Moreover, the next phase for this system would be the regional PACS which could represent more complex systems of unique storage and transfer of the medical images. Each region could implement this type of systems with real benefits for the entire healthcare system.
