About the project
The sentence “the Recovery and Resilience Plan is a unique opportunity for Municipalities” is often used by politicians, journalists, economists, and citizens. The RRP is seen as an opportunity to gain easily accessible funds to fulfil all the needs of a Country. This statement is true and false at the same time. It is true that the RRN offers an incredible amount of funding opportunities, but, given the structure of many municipalities, the access to these funds is not easy at all. The project we would like to draft aims to assess the potential and criticalities of the RRP, in Italy (making specific reference to the case of the Municipality of Gubbio) and in other MSs, and to identify a governance model that can make the use of these funds effective. We would like to explore other partners governance models, and to test wether the use of programming tools, such as the Project Cycle Management or the Logical Framework Approach can be a suitable answer to small local bodies needs.

Mainly, we are looking for regional or local authorities managing PNRR funds or in charge of PNRR projects. Public bodies or local/regional development agencies in charge of structural funds are key stakeholders and possible partners too.
