About this good practice
The “PLUS” acronym refers to a large initiative launched by the Lazio Region in 2011 aimed at the regeneration of socioeconomic functions and tackling environmental problems at the urban level. The PLUS initiative was financed mainly under the 5th strategic priority of the ERDF Regional Operational Programme, namely the one dedicated to urban and local development.
The PLUS initiative was launched in July 2011 and took the form of a call for proposal, open to municipalities of over 25,000 inhabitants. The proposals had to be structured as a set of integrated actions aimed at “increasing competitiveness, attractiveness and sustainability of cities”, and were required to cover a well-delimited area, and to focus on 4 topics: recovery of public spaces and buildings; social inclusion and territorial cohesion, including the development of social, cultural and tourism facilities; improvement of environmental conditions, mobility and urban transport; promotion of entrepreneurship and economic revitalisation. The budget for a single plan could range from 5 to 16 Meuro.
Among the public works, the most important and innovative interventions concerned both the construction of new public buildings, and the energy retrofit and functional refurbishment of existing ones. In particular: 1) energy retrofit and functional refurbishment of the former industrial plant called “Claudia”; 2) energy retrofit of the Town Hall, formerly known as the “Glass Palace”; 3) new nursery.

Evidence of success
1)The “Claudia” refurbishment consisted in applying innovative energy saving techniques in about 1,500 sq m. The building energy performance was improved by 82%, from class G to B.
2)The Town Hall retrofit interested about 3,000 sq m of public offices: building envelope was redesigned and renewable energy systems were installed. Energy consumptions reduced by 90%, from class G to A.
3)New nursery, built with the “Xlam” technology, was labelled “Gold”and "Nature"KlimaHaus certificate.

Potential for learning or transfer
The potential for transfer of the Aprilia PLUS practice lies in the system adopted for the management and use of Structural Funds for energy efficiency, framed within a wider urban regeneration programme. Another important aspect of this experience regards the management of the measures for energy retrofitting and functional renovation of existing buildings (offices, workshops…) in the design phase.
