About this good practice
The F3 is a 26-km long cycle highway from Leuven to Brussels. It is part of a network of 2,300 km consisting of 110 cycle highway routes in the Belgium northern region Flanders. The cycle highway routes form the backbone of the supra-local functional cycle route network, connecting important point of destinations with important public transport hubs. The purpose of building a Flemish cycle highway route network is to connect urban areas with the peri-urban agglomeration and rural areas and contribute to a modal shift by getting people out of cars and unto bikes and hereby reducing congestion and pollution. The F3 is currently not yet ready for cycling in its final form, but can be used. It largely follows the high-speed train route between Leuven and Brussels. The entire route on the territory of Flemish Brabant is signposted with the bicycle highway logo, including in the towns and cities linked up to this cycle route. The future F3 will run parallel to the tracks to Diegem, Machelen and Brussels North station in Zaventem via a new bridge to be built over the Brussels Ring (R0). While waiting for this bicycle bridge, the route at Zaventem station takes an alternative route via St.-Stevens-Woluwe to Brussels North. In the spring of 2018, the entire F3 bicycle highway on Flemish-Brabant territory was made more legible and recognizable. The bicycle highway logo has been placed on the site as ground marking over the entire route from Leuven station to the Brussels border.
Resources needed
The entire 2,400 km cycle highway route network is managed by the 5 Flemish provinces and supported financially by the Flemish regional government through the “Flemish Bicycle Fund”. The construction cost of the cycle highways vary, on average, between 300,000 Euro/km and 800,000 Euro/km.
Evidence of success
A 2012 analysis of the F3 Leuven-Brussels cycle highway showed that the average cycle distance was 18.71 km. A 2017 study on the cost-benefits ratio of two cycle highway investments, including the F3, found that for every Euro invested, 2-14 Euro in benefits would be generated generated (Cost-Benefit Ratio 1 : 2-14) primarily due to the health benefits of cycling. The lower CBR of 1:2 was achieved when only 600 people/day use the cycle highway; with 4,400 cyclists, the CBR climbs to 1:14.
Potential for learning or transfer
There is a high potential for transferring the concept of a cycle highway route network linking urban areas with peri-urban agglomerations as well as rural areas. Obviously the density of the network should correspond to population density.
The innovative sign-posting system using F billboards as well as signs/ stickers on the tarmac for easy wayfinding, are key ingredients of success that could be replicated elsewhere.
