About this good practice
The Master Plan of the Bicycle pursues the reinforcement of the presence of the bicycle as a means of daily and sustainable transport in Zaragoza and its surroundings. The objectives are encouraging a more sustainable mobility in the city and the use of bicycles as a daily transport; facilitate the access to public bicycles to the greatest number of inhabitants of Zaragoza and regular users of the municipal road network; guarantee the safety of cyclists and pedestrians in the spaces shared by them as well as with motor vehicles; educate towards a respectful culture, prone to the use of sustainable means of transport. In this way, the practice encourages the restriction of the use of motorized private vehicles in the city.
To integrate the bicycle into the urban transport system in a complete way, a coherent action must be carried out in the areas of engineering, creating an infrastructure network, security, with new systems to prevent bicycle theft, normative, by defining the rights of all road users and evaluation to analyse the degree of compliance with the established objectives. The education area has a fundamental role for the integration of cycling as the usual mode of transport. The use of bicycle causes changes in mobility that must be accepted as something positive for society, and in this way achieve a cultural change in the vision of urban mobility. The lines of action regarding education are awareness and training campaigns aimed at the entire population.

Evidence of success
These points show the success of the plan:
-The Spanish average use of bicycle is 9%, while Zaragoza has a 19% of the population using it.
-35% of the population (according to the survey of HERALDO) are in favour of the autonomous electric car.
-Nowadays there are 23,544 users, 130 stations and 1.300 bicycles and an average daily use of 5.468 trips in the public program BIZI.
-In 2008, Zaragoza's bike lanes added up to 12 kilometres. The network has increased to 131 kilometers.
