About this good practice
Steps:
1. The provincial regional government, in consultation with stakeholders, determine the ambitions and biodiversity objectives for a territory.
2. They ensure that the ambitions and goals of all stakeholders are recorded in their provincial nature management plans, where the agri-environmental measures will be applied. How this is done is up to the collectives.
3. Farmers and other stakeholders, such as nature organizations and water boards, draw up annual management plans. The aim is to generate broad stakeholder support in the region, so that societal goals will be more effectively achieved in the long term.
4. The collective has individual contracts with the agricultural nature managers (farmers), the so-called backdoor. Certified collectives can submit a subsidy application to the province during the application period, the so-called front door. This is the Collective Territorial Application, valid for a six-year subsidy period.
5. The Collective draws up a quality manual, on which basis it can be certified by the province. The collective guarantees quality requirements for management, organization and administration.
6. In the application, Territorial Collectives show what performance they want to achieve at landscape level and how these contribute to the realization of the goals from the nature management plan.
7. A detailed and strict annual monitoring system at field level is applied.

Evidence of success
In Fryslan, habitat improvement is seen through Collective Territorial Cooperation for Nature. Roughly 2500 farmers participate in 7 Territorial Collectives. In several of these Collectives, also individual citizens and nature organizations are a member.
