CORONAVIRUS - BEYOND THE EMERGENCY
About this good practice
The Lazio Region with a 3-million-euro call (POR FESR) has promoted the identification, financing and implementation of "Projects" capable of offering technologies to be brought to the market within 6 months at the most and developed through the use of new ones, for the increase and improvement of
a) Solutions for the Fight against Covid-19, including medicines (excluding vaccines);
b) Equipment, devices, systems and applications for care of the infected, the elderly and frail people at home.
The call was dedicated to companies and research organizations based in Lazio, also in aggregate form.
The Projects had to include a Research, Development and Innovation Intervention for an amount not less than 50% of the eligible costs (€ 150,000). All expenses directly related to the CSR intervention were eligible.
The approved Projects concerned investments for the upgrading of the testing and upscaling infrastructures which contributed to the development of COVID-19 Contrast Solutions, testing them and expanding their scale, up to the first industrial application and their mass production.
Resources needed
A total of 3 million euros were allocated (POR FESR) and the projects carried out were a total of 12 (and each project had a different value, from a minimum of 300 thousand euros to a maximum of about 800 thousand euros)
Evidence of success
Useful forms of support have been identified to reposition the production system on the frontier of innovation, making sure that public capital can be an incentive for private capital. This allows for a repeatable scenario in view of the 2021-2027 SIE programming and the Next Generation EU for a sustainable development model in the post-pandemic world.
There were 12 projects resulting from the collaboration between 16 companies, 13 research organizations, 189 professionals.
Potential for learning or transfer
In addition to contributing to the implementation of very important projects, "Coronavirus Emergency and Beyond" also represents a working model, a way to be replicated to support the immediate stability of the production by identifying forms of support useful for repositioning the production system on the frontier of innovation, making sure that public capital can be an incentive for private capital.
