About this good practice
“Culture Finland” (CF) recognizes commercial potential of cultural tourism. With tested methodologies and guidelines it facilitates joing product development tourism and creative industeries. Focus areas are a) productization and tourism product development, b) creating criteria and standards, and c) developing distribution channels.
Methodology: Network of experts organize training workshops for experiential product development and provide insights into international markets. CF organizes cultural themed familiarisation trips for tour operators and media visits to Finland. Visit Finland provides international opportunities and uses content to enhance country brand.
Competencies in coaching are a) understanding the industry interaction b) product development and design c) revenue models and pricing d) legislative framework e) cultural and tourism management, f) distribution channels. CF promotes a new profession of cultural tourism producer. CF develops competencies in quality management, focusing on storyfication, experiential design, authenticity, sustainability, responsibility and accessibility.
Culture Finland is promoted nationally but implemented on the destination level with turn-key training solutions with workshops. Beneficiaries are businesses in cultural and creative industries, tourism enterprises. Stakeholders supporting development and promotion of offer are destination organizations, cities, municipalities, regional councils and education.

Resources needed
The total funding for Culture Finland has been around 150 000-200 000 euros/year including. The Ministry of Education and Culture has funded about 50 000 euros from the total amount and the rest from the funding has come from Visit Finland/Business Finland.

Potential for learning or transfer
The model involved tackling challenges of empowering grass roots operators by the transfer of good practices and knowledge while simultaneously implementing national tourism strategy and supporting tourism growth.
The operational model with coordinator, contracted experts and regional cooperation mobilized to implement model of product development with pre-set quality criteria is easily replicable and cost-efficient. The same model can be applied to facilitate strategic change with regard to other themes as well and different administrative/geographicical levels.
