Enhancement of Home Working in the small municipalities of Lazio Region
About this good practice
The Lazio Region has created a call for expressions of interest to support the small municipalities with less than 5,000 inhabitants who intend to access support, based on the ROP ESF, for the enhancement of the home working.
The home working strengthening action was divided into the following services that could be accessed by the small municipalities:
- Organizational and training support services (also remotely) aimed at optimizing employee performance, enhancing results, monitoring work activities, developing IT skills and using technology and IT tools, etc.;
- Acquisition of hardware instruments (notebooks, accessories) and software (programs, safety devices, etc.).
The need for the services listed above had to be expressed according to the personnel units that the Municipality intended to involve in home working mode, taking into account that the maximum value of the overall action, for each Municipality, could not exceed the amount of 7,500 euros.
An important novelty that adds value to this practice concerns the ministerial decision which took place on 7 December 2021 regarding the signing of a protocol promoted by the Minister of Labour and Social Policies with the social partners to implement home work even outside the state of emergency. This did not exist before the pandemic and favours home working in rural areas and small villages.
Resources needed
The total amount allocated was 2,000,000.00 euros (two million euros / 00), valid for the financial year 2020.
Evidence of success
The support was particularly significant to revive the villages thanks to the versatility guaranteed by the 'digital' in order to transform small municipalities into innovative villages through the facilitation of the organization of small municipalities under 5000 inhabitants to promote and guarantee the development of Home Working in the villages of Lazio.
Potential for learning or transfer
The pandemic caused by Covid-19 has highlighted a phenomenon that negatively characterizes small Italian municipalities for years: depopulation, accompanied by an aging population and a decrease in job opportunities. From this point of view, the restart of the country system offers the possibility of rethinking the morphology of Italy as a widespread system that enhances our cultural identity, starting from the villages that are the first holders of this millennial heritage.
With this announcement, the Municipalities received a contribution to activate facilitation services for the practice of home working, taking into account that the maximum value of the overall action, for each Municipality, could not exceed the total amount of 7,500 euros.
