About this good practice
The lack of a modern flexible transport offer started the initiative of the Flugs e-carsharing system in the city of Lienz. It was established to make a step towards the role as frontrunner in e-mobility and carsharing in rural regions as well as to offer alternatives to second cars in private households. The offer is a solution based on the carsharing service and on electrical units. The system has an easy way to book and pay via an app or website. The current tariff system is made up of a membership fee, kilometre-costs and hourly costs. The service was created as part of the implementation of social projects compiled by residents and initiated by an association “Energy Impulse East Tyrol”, aimed at improving the quality of life in the region of East Tyrol. The main goal of the project was to provide an innovative and affordable mobility offer in the region as supplement to public transport. The focus lies on “sharing instead of owning” which should replace the second car in the households and reduce cars in the public space. The establishment of electric mobility helps to lower costumer bias and facilitate the trial of e-mobility and e-cars. The private association “Energy ImPulse East Tyrol” (main initiator), the Regional Management East Tyrol, private people interested in e-cars/e-carsharing and the city of Lienz are main stakeholders. The carsharing system is constantly used by locals as well as companies and by the public service sector.
Resources needed
Establishment costs for initial phase (car decals for branding, installation of the carsharing system, prepayment of the leasing for the e-car) caused € 6.300. The project was supported by state fundings. The monthly total operational costs are about € 530,- per car.
Evidence of success
After one year in operation, about 27 users have been acquired for the project. Flugs is carried over a regional cooperative, which undertakes the role as unique regional e-carsharing provider in East Tyrol. In 2018, e-carsharing locations are expanding in 7 municipalities of East Tyrol and provides 11 e-cars in total. Currently, the service counts about 60 regular users. An integration in information dissemination systems of the public transport service in Tyrol is planned for the end of 2018.
Potential for learning or transfer
The Flugs e-carsharing is very attractive for environment-aware users and reduces the number of cars in the public space. It has a high accessibility (spatially – car station placed in neuralgic zone, and from the booking side – easy online reservations via webpage or mobile phone). Car-sharing in rural areas is with regard to reduce the 2nd cars in households a potential means of transport that allows individuals to be mobile without possessing an own car. The service ensures a high standard of flexible mobility with relatively low workforce (staff trained to perform multiple functions). The transferability of this good practice is medium for other project partners mainly due to the availability of necessary equipment for maintaining e-cars flow.
