GPP Training for Senior & Middle Managers in the Public Service

About this good practice
GPP is a very important element within the Government of Malta’s green agenda and an effective tool to green the economy. The training course for public officers lasts for five hours and is targeted at senior and middle managers, to introduce them to: the concept of green public procurement; EU background; national policy; national achievements; the roles of different actors; monitoring and reporting; green public procurement in practice; and practical advice on how to green tenders.

- National policy related to Green Public Procurement since 2005
- Achievements, Results and Current Situation
- Update on GPP Policy – Memo to Cabinet and two GPP circulars No 21/2011 and 22/2014

- GPP weekly monitoring report and reporting obligations
- GPP in practice
- New GPP National Action Plan
- Further actions proposed in the second NAP

Resources needed
No financial resources/funding as such is required for this best practice. However, human resources and staff time will be required for the delivery of the training and assist with follow up advice (estimation 8 - 10 hours per training).
Evidence of success
To-date over 600 stakeholders participated in the training opportunities offered.
Potential for learning or transfer
A course syllabus and standard application form for the GPP training for public officers is available in english on the website of the Institute for Public Services. This best practice can be transferred successfully without the need for substantial funding or capital investments. Human resources will be required for the definition of the course syllabus, background presentations, and further reading notes (estimated time required: 30-40 hours). Further staff time will be required for the physical delivery of the training sessions (estimated time required 8-10 hours for training including preparation).
