About this good practice
The purpose of the Grant Programme for Investment in the Demonstration and Validation of Emerging Marine Renewable Energy Technologies is to provide support for actions for the demonstration and validation of technological developments in the field of marine renewable energies which form part of what is understood under Regulation 651/2014 as experimental development in R&D projects.
BENEFICIARIES
All legal persons carrying out actions in the following topics:
1 Pilot testing at the demonstration and validation phase of full scale, or almost full scale, prototypes of wave energy converters.
2 Pilot testing at the demonstration and validation phase of full scale, or almost full scale, prototypes of floating platforms for wind turbines.
3 Pilot testing at the demonstration and validation phase of full scale, or almost full scale, prototypes of offshore wind turbines.
4 Pilot testing at the demonstration and validation phase of prototypes of auxiliary equipment or components considered as complementary to any of the previously described prototypes.
5 Coordination of projects linked to one or more of the actions described herein under sub-sections 1, 2, 3 and 4 of these terms and conditions.

Expert opinion
This is an interesting example of a support scheme not only open to regional or national organisations, but to applicants worldwide. This way, more companies have an opportunity to demonstrate and validate their technology, and get access to the necessary infrastructure. This could possibly contribute to speed up the development of the whole technology area. The transferability is dependent on the available infrastructure, but other regions could still be inspired by the international approach.

Resources needed
The funds allocated to this Aid Programme will be EUR two and a half million (€2,500,000), as per the credit provision prescribed in the budget of Basque Energy Agency (hereinafter “EVE”) for the period 2017-2019.
Evidence of success
The beneficiaries of this programme are not only Basque companies or entities but organizations all over the world. The programme existed after the year 2014 but the one published in 2017 was the first one to “open the doors” worldwide. In the 2017 programme EVE received 3 applications, one from a Danish company and two from Basque Companies. This circumstance enables the Danish company to access a testing infrastructure that does not exist in their country.
Potential for learning or transfer
The grant programme is a good practise because it gives opportunities to companies based all over the world to access funds to develop and test technology. The testing of the technology requires specific infrastructures which are not available in every region/country. In addition it fosters international collaboration among industry partners.
