Guideline for good lighting in outdoor spaces

About this good practice
In order to assist Luxembourgisch municipalities with planning and implementing measures to avoid unnecessary light emissions, the Ministry of the Environment, Climate and Sustainable Development commissioned the preparation of a guideline for good lighting infrastructure in outdoor spaces. The guideline explains the facts by disseminating information and provides specific recommendations for sustainable outdoor lighting without any loss of comfort.
The trigger of this guideline is a national light emission study (2017). Following the study, light pollution can be better assessed at the municipal level, and with the guideline and the identification of focal points (such as public lighting at street junctions, sports fields, cultural monuments and churches), regional authorities are provided with directions for developing measures and where these are to be prioritized. Great potential is offered by the renewal of the street lighting.
An experienced lighting engineer was commissioned to develop the guide. His task was to bring together all actors in Luxembourg who have a direct or indirect interest in the subject (state administrations, municipalities, architects, nature conservation organizations, etc.) in an advisory support group. About 30 people took part in 8 consecutive meetings in this project work, which was led by the expert and the responsible official of the ministry. The financial expenditure for the implementation amounted to approximately € 50,000.

Evidence of success
The national policy instrument for local and regional climate protection measures "Climate Pact" anchored the national guideline in its catalogue of measures. Through financial support, the Climate Pact policy assesses participating municipalities (meanwhile all 102 Luxembourg municipalities) in the future positively in the implementation of measures in accordance with the guideline for good light.
Potential for learning or transfer
The National guidline for good lighting infrastructure in outdoor spaces to avoid light pollution and to raise energy efficiency offers a very high potential for learning or transfer, since the project idea and project content can be implemented in all regions of Europe and is of very high interest to the public.
Potential difficulties to transfer could represent a lack of financial resources and coordinating manpower for implementation.
