Guidelines for development and implementation of Sustainable Urban Mobility Plans in Lithuania

Sustainable Urban Mobility Plans in Lithuania are being prepared following a national SUMP guidelines (hereinafter – the Guidelines). The document recommends or established that SUMP shall be developed for cities having population over 25,000 and for towns having a resort status. The Guidelines set up the following main coordination bodies for SUMP preparation: • National SUMP Commission is responsible for its agreement to the Terms of Reference and the Plan, shall consist of representatives of the different ministries and national stakeholders; Local SUMP Committee - which shall give an agreement on individual parts of the plan and examine proposals received from natural or legal persons, shall consist of representatives of divisions of municipal administrations and local stakeholders; Municipality - is a SUMP owner. Process of SUMP preparation and implementation: A municipality administration prepares Terms of Reference and organizes public procurement for SUMP preparation; During SUMP preparation, every part of SUMP should be approved by Committee; After preparation of the SUMP, public consultations are organized; After public consultations SUMP shall be presented to the Commission; Having an agreement of the Commission, SUMP must be approved by the Municipal Council; Monitoring process and meetings every year.
