About this good practice
The problem addressed was the lagging of Portuguese industry in adopting Industry 4.0 (I4.0) Concepts in spite of the effort for modernization of those industries. The Portuguese government defined and implemented a broad policy effort known as the Industry 4.0 Initiative which has the intention to identify and inform the industrial structure of the Portuguese economy of the benefits of this concept, but also to diagnose where the industry needs development. InCoDE 2030 and “Capacitar 4.0” are the two program of this initiative:
The InCoDE2030 has the objective of ensuring digital literacy and inclusion, to stimulate specialization in digital technologies and applications for worker qualification.
The Capacitar I4.0 aims to qualify people and organisations with emotional and technical skills for the challenges of I4.0
In short, the main objectives are:
Accelerate the adoption of I4.0 by the Portuguese business community, particularly SMEs, providing these businesses with knowledge and information, and promote a set of tools to facilitate business transformation.
Promote Portuguese technological suppliers as I4.0 players and to capitalize on the scientific and technological ecosystem, creating a favorable context for the development of I4.0 startups.
Create attractive pole for investment in I4.0, as a HUB of sharing experience and know-how to attract resources, creating favorable conditions (legal and fiscal) for investment directed to Industry 4.0.

Evidence of success
As the program is still in progress the main results stem from ongoing calls directed to training and for Implementation of I4.0 Concepts. So far we’ve identified around 9.000 trainees, and 1681 projects, representing an investment of 2,500 M€ (only MA COMPET2020)
Potential for learning or transfer
Modernizing the economy and promote qualification of staff could be understood as falling in the purview of private investment. Investing in modernization as a public policy, enables the reorganization of the economy, and to evolve at its own pace, choosing a path more suitable to its goals. The public policy induces new ways of work, while not controlling how the industry evolves, has permitted to introduce I 4.0 Manufacturing. Teaching the way, showing the path, letting them build it as they want.
The main transferable of this initiative is it's global view. It’s not only supporting the investment and modernization with new technologies but also where and how use them. It’s about training and education of workers and managers alike. It’s involving education, investigating the best applications, the best products, the best implementation and articulate that in a coherent strategy. i.e. Planning different and parallel paths then use National and EU Funds to support these initiatives.
