About this good practice
PROBLEM AND CONTEXT:
Innovation issues are not considered relevant among companies established in rural areas. A change in this business culture is necessary in order to improve competitiveness and create new economic activity to maintain population in these territories.
IMPLEMENTATION:
“InnoCámaras” Programme is an initiative developed by the Chamber of Commerce of Burgos with the economic support of the Society for the Development of the Province of Burgos (SODEBUR).
The ongoing edition (2018) is the fifth one (developed thanks to a bilateral agreement between both entities); the previous programmes were implemented in the years 2011, 2013, 2014 and 2017.
Two different phases:
1. Individual advice to prepare Innovation Diagnosis to know the competitiveness’ level of the business, the economic environment and the market. Activity 100% funded by the Programme (SODEBUR) - Local public cofinancing.
Selection process: all companies established in rural areas (less than 20.000 inhabitants) are accepted.
2. Funds for implementing any of the activity detected in phase 1 (establishment of quality, environment, food managment systems, ERPs, investment in new equipments...).
BUDGET: 7.000 € for every business (50% of ERDF and 50% of private funds – participant).
MAIN STAKEHOLDERS AND BENEFICIARIES:
Public entities co financing part of the activities and private companies (established in rural areas – municipalities with less than 20.000 inhabitants) as beneficiaries.

Expert opinion
The InnoCámaras programme is a programme to support private companies located in rural areas to innovate. The programme, which is developed by the Chamber of Commerce of Burgos, consist of two phases: (1) a diagnostic to evaluate the competitiveness of the private companies financed by the programme, (2) an activity to respond to the competitive weaknesses of the private companies. The activity, which is co-financed at 50 percent by the programme and 50 percent by the private company, can include productive investments, training, quality standards and so on.

-It is important to diffuse an innovation culture to rural private companies for them to adopt the programme.
-Diagnostic tools allow companies to take actions and thus must be more widely used, especially in the context of rural private companies that face some inertia to innovate.
