Madeira's Circular Agenda
About this good practice
The Madeira Circular Agenda enhances the Autonomous Region of Madeira's (RAM) position as a leading hub for circular economy practices. It actively engages civil society and both public and private entities in a framework designed to keep materials circulating within the economy while promoting efficiency, circularity, and sustainability as key drivers of competitiveness and differentiation for the regional economy.
The Agenda also aims to ensure that companies in Madeira become leaders in circular economy initiatives within their sectors. This involves adopting best practices and developing innovative solutions grounded in circularity principles, particularly in sectors identified as critical for the region, such as agri-food, construction, tourism, social services, and maritime activities.
The Agenda is structured around the following Axes of Action: Protecting and Valuing Resources, Valuing the Territory, Mobilizing the Business Community, Legislation, Regulation, and Financing, Communication, Awareness, and Participation, and Research and Innovation. These axes are supported by various measures aimed at promoting the circular economy across key sectors in the Autonomous Region of Madeira, in partnership with stakeholders including public administration, the business community, the scientific and academic sectors, and civil society.
Resources needed
The project is expected to require an investment of 1,9 M€, based on analyses of similar investment projects and the team's prior experience. Certain measures will be carried out exclusively by the Regional Directorate for the Environment, with the associated costs not included in the estimates.
Evidence of success
The integration of regional examples on the Madeira Circular Platform has significantly evolved, with 57 examples by 2024, an 80% increase from 2021. These examples demonstrate the region's efforts in adopting circular economy principles, driving a regenerative economy.
Potential for learning or transfer
The agenda has a platform that creates the communication channels needed to carry out and promote collaborative action and support the implementation of the Madeira Circular Agenda guidelines, which are so necessary to animate the circularity movement.
Best practices are disseminated that lead to the efficient use of resources throughout the value chain of companies and the reintroduction of these resources into the market. On the website, there is a section with examples of regional, national and international organisations that are thriving in this transition to CE.
It also breaks down traditional competitive barriers in the market, which is good because CE works best in a collaborative environment, between different industries, distribution chains and services.
