Offering proactive services arraying from data
About this good practice
From the necessity of providing enterprises aid before they realize they need to do a procedure, the Office of Business Management has established notifications that proactively inform businesses of renewal of procedures or relevant information they might find useful.
From this philosophy, and taking advantage of the data that exist in our databases, we offer proactive services related to:
a) Notice of the first period of payment of the tax on stays in tourist establishments (IEET) for owners of tourist establishments in Catalonia
b) Notify when the application period for the application of the corrective index for the margins of pharmacy offices is about to begin for those who have submitted it the previous year.
c) Notice to holders of medical transport that they must renew their authorization including the link to the corresponding procedure with the data of the pre-filled form.
We are working on new services such:
a) Inform the new owners of tourist establishments about different information related to the establishment
b) Notice of renewal of the registration of agricultural food laboratories to notify companies when it is their turn to renew the registration, taking into account the date of initial registration and subsequent renewals.
Resources needed
The resources needed for proactive services rely on a complete database. It is crucial to also have identified which services are of use in a proactive way. Also legal framework Law 18/2020 (article 19).
Evidence of success
The 6 proactive services recurrently delivered have helped more than 120.000 companies and professionals (hotels, rural houses, touristic houses, medical transport companies, agricultural food labs, …) to fulfill recurrent requirements with public administration
Potential for learning or transfer
This might be of interest for any administration that wants to reduce the burden on companies and wants to generate notices so that companies do not have to wait but that the administration itself proactively informs them. It is especially interesting when this administration has already placed recurring obligations and therefore, there is a periodic obligation. It can also be interesting for those administrations that are expanding their portfolio of public funding and therefore want to notify companies or citizens of these new grants or subsidies that have arisen.
As per the learning process, we propose the idea of continuing to work along these lines with:
a) Notices of deadlines for companies in a specific economic activity to access aid.
b) Notice of renewal of the registration of agricultural food laboratories to notify companies when it is their turn to renew the registration, taking into account the date of initial registration and subsequent renewals.
