Production of antiseptics from confiscated ethyl alcohol
About this good practice
At the very beginning (March 2020) of the Covid-19 pandemic, there was a global shortage of essential resources for personal protection, such as antiseptics and materials for production of masks and necessary medical equipment. In the meantime, 122,6 tonnes of confiscated ethyl alcohol were in possession of the Greek Customs authorities. The largest quantity was in the Custom Office of Thessaloniki (19 tonnes). These quantities of alcohol would be normally destroyed.
The Greek Ministry of Health in cooperation with the Independent Public Revenue Authority decided to use the confiscated ethyl alcohol to produce antiseptics. The production of the antiseptics was held by the Greek Army Laboratories and was produced according to the World Health Organization (WHO) recipe. The disinfectant were then made available to hospitals, health centers and health facilities. Seven pharmaceutical companies based in Greece contributed to this effort with their production facilities.
Resources needed
The quantities of confiscated alcohol were provided free of charge by the Independent Public Revenue Authority to the Ministry of Health. The existing staff was employed at all stages.
Evidence of success
The initial quantity of confiscated ethyl alcohol that was in possession of the Greek Customs authorities was 122.6 tons and its alcohol volume ranged from 93.5% to 96.5%.
The production capacity of the Greek Army Laboratories was two production lines, producing 1,200 bottles of 400 ml or 5,000 bottles of one liter per day. The original plan was to provide 21,500 bottles of 400 ml to meet the needs of the Greek Army and 13,500 bottles of one liter for the facilities of the Ministry of Health.
Potential for learning or transfer
It is common, not suitable for consumption alcohol to be confiscated by authorities around the world. It would be of high interest to spread this practice, as these quantities would normally be destroyed. The use of antiseptics and disinfectants has been increased worldwide due to the coronavirus pandemic. Their demand is predicted to remain high given the fact that it has become widely understood that antiseptics prevent the spread of microorganisms such us viruses.
Therefore, this case may be an example to be followed by other Authorities, companies and states. It could also be a stimulus for the creation of new products. The further benefit could be: (a) reduction of the wastes and (b) reduction of the cost of antiseptics and disinfectants purchase.
