Potential for learning or transfer
This a cost-effective model to introduce in any city. If a city purchases or leases vehicles for the employees use, there is an opportunity to enhance the utilization rate of the vehicles by offering them for sharing with citizens. This way the utilization rate of the vehicles can be kept higher, while the vehicles would otherwise stand vacant on parking lots outside office hours.
