About this good practice
The spatial quality of the Province of Groningen is largely determent by its heritage and the cultural landscape. Regional key features show a diversity in cultural landscapes and local identity. In order to safeguard these qualities towards the future it is highly important to make substantiated choices. The Program of Heritage, Spatial quality and Landscape of the Province of Groningen is unique in the Netherlands. A multidisciplined team is formed. And we work together with stakeholders. Our goal: we want to leave our offspring a beautiful, recognizable and manageable home. This means that we want to preserve, restore and further develop the identity of the area and add heritage of our time. We want our province to remain attractive to our residents and visitors. And ensure that the position of the heritage, the spatial quality and the landscape in Groningen ultimately becomes less vulnerable.
The underlying policy is evaluated and shall be renewed in the upcoming year. The policy is build around six pillars: one of these pillars focusses on heritage in the area suffering from earthquakes. The 'Heritage Program' formulates policy and strategies according heritage in the approach of restoration, fortification and demolishment of buildings as a result of the earthquakes. The goal is to protect heritage and to stimulate new uses. Part of the 'Heritage Program' is one provincial information desk for heritage related questions and a underlaying team of heritage professionals.

Resources needed
We have a budget of approximately 10.7 million euro for the program in total per year and for the Heritage program (earthquake area) an amount of 2.5 million per year (we need to co-finance this amount with 50%).

The Program of Heritage, Spatial quality and Landscape of the Province of Groningen stimulates a multi-disciplined and integral approach in spatial development. By paying attention to the key features regarding landscape, heritage and archaeology we aim to preserve, restore and further develop the identity of the area.
The multidisciplined team consists of specialists on heritage, landscape, archaeology, spatial quality, funding and regional development. Within the Provincial organisation the Program finds connections with different departments, for example culture, leisure and ecology, in case of shared objectives according spatial quality.
We advise on related policy improvement and management models.
Also the Program is an inspiration to regional and local governments in how to join forces with stakeholders and local initiatives, putting spatial quality on the agenda and stimulating a dialogue between potential conflicting interests in order to keepsake the spatial quality.
