Provincial guidelines for e-mobility and electric charging infrastructure promotion and planning

About this good practice
Province of Brescia is a Local Authority that connects Regional (Lombardy) and local level authorities (Municipalities), also in the field of sustainable mobility polices. The aim of Provincial Guidelines is to transpose on Provincial and local levels the European (European Directive AFID), National (PNIre) and consequently Regional (Regional strategy and Regional Operational Programme) policies in the field of sustainable and electric mobility. Guidelines were elaborated in strict cooperation with Regional Authority (DG Infrastructure and Transport Department) and local stakeholders (service providers, energy providers, utilities, mobility managers, LPT agencies, end-users, associations). They include:1)Regulations references (from Eu to local);2) state of play of e-mobility and charging infrastructure in Province, mapping charging infrastructures also thanks of GIS maps and localization ICT paltforms;3) database of technical requirements of charging infrastructure in relation to e-vehicles, such as the type of power (normal or high power), type of connectors, minimum functionalities of charging infrastructure, management of the infrastructures;4) description and selection of possible e-mobility service users;5) interviews with stakeholders;6) description of possible scenarios of e-mobility diffusion based also on market forecasts;7) communication plan, including communication campaign outline to promote new scenarios on the provincial level (info. campaign, workshop).
Resources needed
2 FTE – (1 person for the Guidelines elaboration and 1 person for the update of sustainable and e-mobility documents and Institutional web portal).
Evidence of success
Province started in 2015 a profitable cooperation with both the Region and all 206 municipalities on sustainable mobility: 1) participation to many Interregional EU, national and regional projects/ initiatives (e-MOTICON Alpine Space project, e-MOPOLI Interreg Eu, National and regional calls for proposal/funds for charging infrastructure installation and e-mobility services); 2) organization of more than 20 events and workshops promoting e-mobility; 3) engagement of more than 100 stakeholders.
Potential for learning or transfer
Easy transferability to other EU context, above all for Public Authorities (from National to Local level), that follow the same hierarchy on policy level. This Practice can also promote an improvement in terms of cooperation and synergies among different departments and authorities on regional and local levels. That means that to adequately plans alternative fuels and energy policy instruments a strong coordination is needed among different Authorities levels.
