This is the good practice's implementation level. It can be national, regional or local.
About this good practice
On October 29, 2016, 43 parties signed the declaration of intent "Dark Sky Wadden Sea World Heritage". Part of this declaration of intent is the inventory of light sources around the Wadden Sea and the exploration of options for reducing light emissions. The consideration of the signatories consists of determining and implementing one or more measures to strengthen the darkness in and around the Wadden area (quick wins). The agreements made are described in this document.
Bureau Clafis has carried out this quick scan on behalf of the Program for a Rich Wadden Sea (PRW). Thanks to these joint measures throughout the Wadden Sea Region, we are taking a major step in strengthening the darkness in and around our unique UNESCO World Heritage Wadden Sea!
The coordination of the work was in the hands of Eibert van der Woude (municipality of Menameradiel, now Waadhoeke). André ter Velde (Clafis) performed the quick scans and prepared the recommendations. The overview map is made by Nynke Rixt Jukema (St. Feel the Night).

Resources needed
non, the report is being paid and all the organisations pay for the implementation of their own quick win. The whole process took 1,5 year to make the report.
Evidence of success
Collecting the basic data, performing the quick scans and then discussing the findings turned out to be more complex than had been estimated in advance. The work therefore took more time (1,5 year in total), but in the end concrete agreements were made by all stakeholders (see report further information) about the measures (quick wins) to be taken. All started and Province of Fryslan and Ministry of Defense already executed their task very quickly/ made adjustments on roads and own spots.
Potential for learning or transfer
It is a good example and approach of coming towards concrete actions after there is political commitment to work on the theme.
