Smart Kalasatama develops smart city together with citizens

About this good practice
PROBLEM ADDRESSED: The Smart Kalasatama is a city development programme coordinated by Forum Virium Helsinki which is an innovation unit within the City of Helsinki. The problem addressed is how to co-create smart solutions in various fields of services relevant to every day life. The Smart Kalasatama addresses this challenge through the policy instrument Six City Strategy which is part of the Structural Fund Programme.
HOW OBJECTIVES WERE REACHED: Use of the Programme for Agile Piloting accelerating Smart City innovation by procuring prototypes to real city environments to be co-created with citizens.
The Smart Kalasatama Agile Piloting uses co-creation engaging citizens, companies, city officials and researchers. Inclusion of citizens helps to identify development needs and better solutions, which enhances social cohesion and engagement. The district is developed flexibly through piloting and citizens are taken to the process from the beginning. The development process is structured into three platforms: 1) Innovator´s Club bringing together those who are involved in the developing, including citizens; 2) Smart solutions where bigger development projects in which citizens can participate and give feedback, e.g. smart energy solutions for homes and school as a living lab. 3) Agile Piloting, a programme in which small pilots are procured.

Evidence of success
1)Number of pilots: 12 co-created pilots have been tested to date, in Health, well being, innovative energy, waste management, and apps.
2)Citizens inclusion: nearly one third of the 3000 residents and more than 100 businesses participate. Companies and city developers can test and pilot their services and products and get user feedback and references.
3)Agile piloting programme: a structured process to find, test smart service prototypes, get feedback on impact and get things happen.

Potential for learning or transfer
The Smart Kalasatama is a vast programme with several possibilities for transfer.
1) The inclusion of citizens can be used in any development project. Over 1500 visitors from 100 countries have visited the district to learn especially about the citizen inclusion.
2) Agile piloting is a transferable and efficient means for testing. Only small amount of money is needed as one pilot is worth 1000-8000 €.
3) It is also an example of an effective implementation of RIS3 as two priorities of Helsinki-Uusimaa Region are Citizen city and Urban cleantech.
4) Funding instrument, the Six City Strategy, combines all levels of funding: ESIF, Finnish Government and cities funding and the managing authority is Helsinki-Uusimaa Regional Council. The cities decide about the criteria and the projects that are funded based on the structural funds programme. This has led to an efficient dialogue.
