STRATEGAL - Public Private partnership for local development
About this good practice
The general objective of the project was to implement the Community-led Local development (CLLD) in marginalized urban areas (MUA), in the context of poorly developed infrastructure and services.
The CLLD participatory approach aims at mobilizing and involving disadvantaged communities and local actors in the process of development and implementation of integrated local strategies, favourable to inclusion, in accordance with the Europe 2020 Strategy.
The establishment of STRATEGAL Association made up of representatives of the public sector, the private sector and civil society (NGOs with activity specific to measures aimed at disadvantaged communities) and from relevant target community: young people, persons belonging to the Roma minority, disadvantaged persons, persons belonging to vulnerable categories, will allow identification of concrete needs of the community and identification and implementation of those projects that will ensure a maximum effect on the development as a whole of the intervention area, ensuring the necessary premises for further development of the community in the medium&long term.
Specific objective: Reducing the no of people at risk of poverty and social exclusion from marginalized communities from Galati, with an emphasis on those with a population belonging to the Roma minority, by implementing integrated measures in the context of the CLLD mechanism.
Resources needed
The STRATEGAL Association was set up through a European financed project with a budget of ~50.000E and a team from the Municipality of Galati, supported by team members from NGOs and one SME.
The Association ensured its sustainability, by elaborating a Local Development Strategy for 2021-2029.
Evidence of success
2 schools, 1 park, 3 playgrounds and 1 daycare rehabilitated, housing ensembles created for the marginalized population (48 apartments), 500 people who found jobs and children from marginalized areas who were integrated in “second chance” type of educational programmes, 6 job fairs organized for vulnerable groups, 12 awareness and non-discrimination campaigns organized for job market, 250 newly qualified people, 1000 people from marginalized communities benefiting from social services.
Potential for learning or transfer
The key lessons is that STRATEGAL is led by local action groups composed of representatives of public (Galați Municipality) and private local socio-economic interests (SMEs and NGOs) in which the decision is not made by a single interest group.
Another major lessons is the succes of STRATEGAL Public-Partnership created by focusing on the decision-making level concept.
Together we are stronger and can take the necessary steps to reduce the social gap, to eliminate the social exclusion and to improve the social policies targeted for the marginalized communities in Galati. It just takes patience and commitment!
