About this good practice
This tender aims to cope with the French national plan for green public procurement 2007-2014. The aim was to design a framework to analyze products from environmental criteria perspective, to get aligned with the city requirements and its commitment to sustainable development. The geographical coverage of this tender is Saint-Médard-en-Jalles area and all local authorities part of the joint procurement.
The methodological approach was:
1. To facilitate the work among the numerous products wanted, the overall list of products has been broken down into batches, differentiating one another in purpose and environmental impact
2. For every batch technical and environmental clauses were precisely defined in a chart
3. For flexibility, 2 options are proposed to suppliers: mandatory specifications (as a minimum) and recommended specifications, with a mark corresponding to each recommended specification, as a bonus system
The main stakeholders were public buyers, final users and to some extent the community in its whole.
The tender is composed of 10 batches of products, for each very precise requirements are given, as well as the mark on which supplier offers are evaluated, for example:
Batch 9, Bin bags: there it is imposed to have at least a plastic bag recycled at 40%. Then if the supplier propose a product recycled between 75 and 100%, the mark 20 is applied. For a product stamped with an eco-label such as Blue Angel, the 5 points are given.

The template may seem now outdated as regulatory framework has evolved since then, but the framework (batches of products with for each specific requirements) can be updated and applied by public buyers in preparing their tenders.
