The circular economy project booster: a regional call for proposals to support local CE projects

About this good practice
Since 2018 the Regional Council of Burgundy-Franche-Comté has been cooperating with the regional antenna of the State Agency for the ecological transition (ADEME) to organize an annual call for proposals to support local authorities, public and private organizations in the development of their projects related to circular economy. It is part of the regional policy for circular economy.
The funds can be used for project leadership, studies, or investment. In 2021, applicant projects must fall within one of 10 strategic axes, from industrial and territorial ecology to the reuse of construction waste. The selection criteria are related to the innovative character of the project, does it really help reduce the use of resources, what are its impacts locally, is it replicable. Studies and investments resulting from regulatory obligations are not eligible.
Between 2018 and 2021, a total of 62 projects were funded for a total of about 1 500 000 euros.
Projects are funded over a period of approximately 1 to 3 years. The services of the regional council monitor and keep listening attentively to the development of projects.
The financially supported projects are at different stages of advancement. They can be in the initial state but also in an advanced state.

Resources needed
2020 : 400 000 € for operating; 500 000 € for investment. 2021 : 500 000 € for operating; 500 000 € for investment. The circular economy project booster needs a dedicated staff member in each institution to organize the call. More staff members are required to examin the submitted applications.

This practise named Circular Economy project booster is interesting for other regions to learn from because creating and organizing one or several call for proposals every year allows the local stakeholders to express their needs.
It makes possible the adapted answer and the development of innovative way to act fostering circular economy.
This call for proposal is entirely related to the regional circular economy roadmap that leads the strategy planned between the regional council of Bourgogne-Franche-Comté and the Ecological Transition Agency.
A well known and relevant coordination between the 2 of them is necessary to identify the needs, to communicate on the Booster/“Accelerator” to the project leaders and to bring adapted answers to serve circular economy through the monitoring of the regional roadmap.
It makes possible the adapted answer and the development of innovative way to act fostering circular economy.
