About this good practice
This tender aims to cope with the French national plan for green public procurement 2007-2014. The aim was to design a framework to analyze products from environmental criteria perspective, to get aligned with the city requirements and its commitment to sustainable development. The geographical coverage of this tender is Saint-Médard-en-Jalles area and all local authorities part of the joint procurement.
The tender was composed of:
1. 11 batches of vehicles were identified (cars, vans, utility vehicles, buses, road sweeper, …), it is possible to answer to one batch out of the 11 only (allotment)
2. Alternatives which were accepted for 3 batches out of the 11
3. The breakdown of the total price is presented, given a small room to environmental practices that a supplier would propose (recycled plastics, avoidance of hazardous materials, …)
The main stakeholders were public buyers, final users and to some extent the community in its whole.
The break down of the price is:
- 50% comes to the price of the vehicles
- 10% comes to the delivery time
- 10% comes to the power of the vehicles
- 30% comes to assess the environmental impacts of the vehicles: are evaluated the CO2 emissions (g/km) – 10%; The fuel consumption in urban environment (l/100km) – 10%; and any other practice which would reduce the environmental footprint of the vehicle in its entire life-cyle.

Expert opinion
The good practice is an excellent example of a green public procurement initiative by a local authority whereby the environment has a high weight of 30% when selecting the new cars to buy. The GPP initiative fits within the France's national green public procurement strategy and the city's commitments in sustainable development. What is also interesting in the good practice is the fact that it has been used for training other public buyers meaning that the local authority takes up its role as trend-setter and coach. It is noteworthy that the local authority intends exploring some other, more innovative environmental criteria linked to cars. The good practice could be very useful to local authorities within Europe who would like to take seriously their climate change related commitments using the instrument of green public procurement. Precise requirements and legal aspects could be further studied.

Evidence of success
The practice has been used to train public buyers on how to integrate sustainable development into tenders. It also served as an example or reference in the bank of materials commonly used by AURA-EE when being request for advice by public buyers, in support to the preparation and writting of their technical bill of specifications.
Potential for learning or transfer
The practice was disseminated in regional meeting, in particular those focusing especially on this specific topic. This kin of meeting gather public buyers from different territories at regional scale.
