About this good practice
INCESA is a Technology Transfer Centre inaugurated in Craiova with research laboratories in the fields of mechanical engineering, electrical engineering, biotechnology and bioengineering and computer science.
It is a hub that includes 4 research centres, with 12 laboratories of innovative tec and processes for SMEs and operates in six areas of strategic innovative activities:
- advanced technologies in industrial process management
- high precision mechanical technologies
- mechatronic systems
- nuclear technologies
- renewable energies and innovative technologies
- products in transport and automobile production for SMEs.
The hub provides services for SMEs that need innovation in the production process or in the delivery of services in the transport sector.

Expert opinion
R&D initiatives are generally led by well-funded public institutions (Universities, etc.) or large multi-national corporations that have the capacity to invest into R&D. For SMEs, it is much more difficult to develop innovative new products especially in advanced fields like bioengineering, biotechnology, electrical engineering, and mechanical engineering. This good practice addresses this challenge by establishing a “research hub” that includes 4 research centres designed to help SMEs innovate the production process and or delivery services in the transport sector. Despite the limited timeframe of the project (2012 – 2016), this type of initiative is highly relevant for SMEs who need resources to support R&D into new products or services. Further, collaborative support hubs, as described in this good practice, have a proven track record of supporting SMEs and such an initiative could be applied to regions around the EU.

Resources needed
This Project is financed by Sectoral Operational Program "Increasing economic competitiveness" (SOP IEC) - co-financed by the ERDF Priority Axis 1 -Total investment: 12.8 Million EURO.
Evidence of success
In order to innovate and meet the demands of SMEs development, INCESA hub has carried out projects of 10 M EURO, as follows: 7 RDI projects with international and EU funds; 10 national RDI projects; 25 RDI contracts with third parties; 4 technology transfer projects - to provide support to SMEs, eg design & prototyping of drones and transport robots. The efficient management of the University of Craiova and good collaboration with all partners involved have all assured this achievement
Potential for learning or transfer
The existing research-development infrastructure has been developed and new infrastructures of this kind have been created, materialized in laboratories or in a research centre. SMEs have used research infrastructure to develop in the production process or in the activity of providing services in transport.
