Catalan Bioeconomy Strategy 2030
About this good practice
The Catalan Bioeconomy Strategy (EBC2030) was approved by the Catalan Government in 2021 with the objective to promote the sustainable development of the Catalan economy through the encouragement of the production of biological resources and local and renewable processes.
The EBC2030 defines bioeconomy as a circular and sustainable economic model based on the use of renewable and local biological resources to produce goods and services in all economic sectors. It is based on the maintenance of functional and healthy ecosystems and a redefinition of the prevailing linear economy. The bioeconomy also allows addressing sustainability challenges such as climate change, rural depopulation, or biodiversity loss.
The EBC2030 establishes a planning framework with a shared vision linked to the territory and aligned with European and national policies.
Giving value and sustainability to agricultural, livestock and forestry production and fostering landscapes that are more resilient to socio-economic and environmental changes are two major challenges that lie ahead. The bioeconomy sector has a significant weight in Catalonia. Catalonia has the necessary economic fabric to carry out the transformation that must be able to emphasise natural resources in a sustainable way. At the same time, it is necessary to ensure that the transition is fair and generates well-being and prosperity in the rural territories, which are the managers of a large part of the resources.
Resources needed
The plan 2022-2024 includes a total budget exceeding €200 million euros, which comes from different sources of available funds at the European level and resources available in the ordinary budgets of the Catalan Government.There is a team of 2-3 people coordinating the Strategy.
Evidence of success
The tracking and assessment of the Action Plan are carried out using annual progress reports. These reports include the details of the actions executed and their budget. The strategy also establishes 10 major targets and indicators to monitor the transformation progress until 2030.
Potential for learning or transfer
This strategy has been shaped with a close link to the challenges of the territory and the agents that are driving the bioeconomy in Catalonia. A good example of this is the BIOHUBCAT an instrument that originates from the shared agenda of Lleida and is promoted and adopted in the bioeconomy strategy of Catalonia.
A key aspect of the strategy is to define actions with an associated budget and to monitor progress to ensure that these actions are implemented.
Problems associated with the bioeconomy are complex, affecting various actors and areas. Therefore, a systemic vision and collaborative work are necessary. The EBC2030 and the transformative actions defined integrate this vision.
