“Consorzio dei due parchi” and the local wood supply-chain

About this good practice
Consorzio dei due Parchi network was (formally constituted in the 2002), has the aim to manage the public forest of 2 natural parks: Adamello and Stelvio. Municipalities have allocated the management of forests (public property belonging to the various municipal administrations) to the consortium. Woods managed by the consortium are mainly public.
The biggest benefit for the municipalities is the possibility to externalise a costly activity. The role of forest management is crucial in terms of: surface erosion and risk reduction and management of ecosystem services.
This consortium is the main actor operating in the local wood supply-chain; a supply-chain aimed at protecting local woods, valorising the local woodland heritage by activities of carpentries and plants for energy production and heating. The business model derived by this network, is a private business owned by public organizations (local municipalities), aimed at synthetizing the attention to public interest with goals of efficiency. The Consortium is one of the 25 forest consortia in Lombardy region and it is the second in terms of hectares managed (i.e. 15.558 ha). The Administrative Board of the consortium consists of representatives of the six municipalities and one additional member that covers the role of network director.
The network is looking for collaboration with research institutes and universities, as considered essentials for stimulus to innovation.

Thanks to the presence of the Consortium, in 2007 a district heating system was launched; it regarded initially the municipality of Temù. Later, in 2009, the service covered also the Ponte di Legno municipality. The whole heating district is powered by the Consortium’s woodchips and by woodchips coming from other wood-companies. Recently a new plant has been built, both for heating and energy production.
