COOPERATION FOR AGRO-INFORMATION SERVICE: NATIONAL PAYING AGENCY OF LITHUANIA AND “GEOMATRIX”

About this good practice
One important challenge for R&I infrastructure and capacities is unused potential for use of already existing infrastructure & capacities including agri-food sector. Another challenge is not sufficient collaboration of public and private sector for use of results created by using recent R&I. This practice provide a good example on collaboration for agri-information service between public institution and innovative private company using R&I infrastructure & capacities created by the company that help to improve services of public institution for decisions in agriculture and food sector.
In this case one side of cooperation network is public institution – the National Paying Agency of Lithuania (NPA) – that is responsible for implementation of the EU support under the RDP 2014–2020. Agency was focused to use innovative tools for assessment of agricultural support measures.
Other side of cooperation network is innovative private company – JSC “Geomatrix” (GMX). Company develop and provide services in automated processing of large amounts of spatial data. In 2016 company have started development of new Sentinels-based automated production/service prototypes related to monitoring of water and food resources.
This was a good start of cooperation between NPA and GMX to use innovative tools for assessment of agricultural support measures based on satellite imagery and land cover mapping.
The beneficiaries of this practice are farmers, Ministry of Agriculture and the NPA.

The budget for the project for 2 years was planned 59.000 Eur for monitoring of water and food resources using Sentinels-based automated production/service.

Evidence of success
Continuation of cooperation. First 2 projects for Copernicus commercial services in Lithuania: 1st project was implemented in 2017-2018 (CAP control with NPA); 2nd project for 2017-2019 (DIAS-LT with NPA). New cooperatyion projects for 2019-2020: ESA PECS projects (commercial DS services), CAPCON with NPA.

Potential for learning or transfer
Public authorities (including ministries) responsible for innovation-driven sectors (including agri-food sector) can be inspired by this good practice how to increase 1) potential of use of R&I infrastructure & capacities that is already created within a country and 2) how to increase collaboration of R&I public-private actors with results helping to do some improvements in policy agenda on related topics (in this case in agri-food sector). This example provide an information that similar cooperation between public institutions and innovative private companies working with large amounts of spatial data can be initiated in other countries depending on the needs of both types of institutions.
This type of cooperation can be initiated even by farmers and innovative private companies having experience in large amounts of spatial data of land (as monitoring of water and wetness layers, etc.) with focus to smart farming system.
