About this good practice
In 2021, as part of the France Relance program, the French Government decided to open a new envelope of 950M€ to finance energy renovation projects for public buildings of local authorities.
Normandy obtained an additional envelope of more than €19 million benefiting the departmental councils.
This was intended to finance energy renovation work on public buildings, ie all the work carried out on the buildings of the departmental councils, aimed at reducing their energy consumption.
It did not cover the construction of new buildings, even if they met demanding energy standards.
The targeted operations were:
1. "Quick win" actions with a strong return on investment (control and regulation of heating systems, modernization of lighting systems, etc.),
2. work to insulate the building or replace equipment,
3. heavy rehabilitation real estate operations combining several of these works and which may include other aspects such as health, upgrading to safety and accessibility standards, asbestos removal, restoration or sealing of the building.
The award criteria were aimed at:
- School buildings,
- Target at least 30% reduction in energy consumption,
- The replacement of oil-fired boilers by other heating methods, use of renewable energy and materials with a low ecological footprint,
- Tools for monitoring energy consumption and regulation and control systems,
- Improving summer comfort, favouring natural ventilation, and work against the heat (insulation, sun visor, etc.).
Resources needed
The total amount spent is around 11,97 M€
The human needs for the examination of the grant application files were covered by the departmental prefectures and the candidate structures were supported during their application by 7 agencies and public operators.
Evidence of success
Still in progress, this investment is intended to reduce by 30% the CO2 emissions of the buildings targeted and to leverage around 45 M€ of total investment in energy renovation. Which raises the total investment made in energy renovation to more than 56 M€
Potential for learning or transfer
This massive investment in energy renovation can be an opportunity to accelerate the transition towards more sustainable buildings, not only from an energy point of view but also with regard to the development of eco-materials sectors. This is an effective way to highlight the materials and best practices desired in construction and renovation policies
