About this good practice
The overall objective of the guide is to stimulate the adoption and adaptation of EU renewable energy policies in the SEE area by raising awareness among public authorities and key local energy stakeholders, acting as a driver for energy efficient public procurement (APEE) key to improving competitiveness and promoting balanced and sustainable economic growth in the countries concerned.

Evidence of success
This is an important tool for public authorities to implement national energy efficiency policies to stimulate the production and consumption of energy-efficient products and services: capitalizing on the opportunity created by spending public money by focusing these financial sources on products, works and services that aim at both producing energy from renewable sources and saving energy.

Potential for learning or transfer
It is imperative to ensure that the objectives and strategy of the contracting authority are aligned with the outcome of the activities at each stage of the procurement process in order to achieve an appropriate outcome for efficient energy purchases. As a result of the application of the proportionality principle, the procurement process must begin with the selection of the product category that is "worth" considered for achieving an energy-efficient evolution.
Some examples of reasons that support decision making from this perspective are:
-the magnitude of the impact of the energy consumption of the product / article over its lifetime (mainly during the operating phase);
-the possibility of using public procurement as an effective tool for obtaining "value for money";
-the provisions of the specific legislation applicable to the category of products / articles in question and governing the subject matter of the contract itself;
